When accelerating powerfully up steps the muscles involved are activated moreso and it is hoped that this increased activation crosses over to sprinting on the flat resulting in faster acceleration, espec. first 10-20m. The rest of my training group uses the steps but I prefer to pull a weight or run into the wind due to specificity.
