stretching

If anyone knows what static(not Dynamic)stretches are optimal before a race please share and warm-up to be a full speed.

I want to make sure I am at full speed. I remember something somewhere that said in order to get to full speed you must sprint fully a short distance before a race to get your muscles up to speed.

Anyway, any stretches or warm-up techniques you want to share would be helpful.
