Strengths or Weaknesses?

I was flipping through the training articles when I noticed this one.

I was wondering which do you train? Do you train the strengths of the runner? Or do you train to improve his weaknesses? Where should the emphasis be on the strengths and weaknesses or on general fitness? When and what should be trained at certain parts of the season the strengths or the weaknesses?
If you’ve got a runner with a very poor looking start, but their mid-race and finish look very good do you work to emphasize their mid-race and finish? Or do you spend more time working on improving their start?

Some coaches say “If it works, leave it alone.”
Other coaches say, “Work with what they’ve got going for them and forget the rest.”
I’ve had both kind and minimal results have been gotten from either.
