Responsible strength

Which do you believe is responsible for more strength gains, CNS stimulation or Muscle ???

What are you training for? To be an world class sprinter or a world class powerlifter? I believe it will differ depending on the outcome you want to achieve.

That depends on how you have been training in the past. A bodybuilder who has never trained with low reps and heavy weights would get more strength gains out of learning to activate all his muscle tissue. A person with little muscle mass who has previously trained with low-rep sets may need to put on some more muscle before seeing substantial strength gains.

Eventually you want the right combination of both. Muscles of the right size and composition, and the CNS making best use of them.

In the short term most people will get quicker gains with hypertrophy. In the long run CNS gains will provide the greatest gains. In theory a person can triple their strength with motor recruitment. That is they are only using 1/3 of what is available when untrained.
