I am looking for any information on how to promote the strengthening of ligaments. I am have heard that high-rep training helps this. I was also wondering about isometrics, would they help with this? Anything specific to the elbow would be great too. I am not really looking for info on prolotherapy.

Work in general seems to do it. Endurance work seems to help, although some of this might be due more to the capillarization which allows easier soft tissue recovery. Also lifting seems to help. I know this is a pretty general response and might not be exactly what you are looking for, but in general keeping active seems to keep them strong enough. As far as isometrics, there is a study that suggested that longer duration isometrics seemed to lead to increased tendon stiffness(in comparison to repeated short isometric presses). Do you have an injury or just looking for general ways of strengthening ligaments?
Well basically I am trying to specifically target the ulnar collateral ligament in my elbow. I am a pitcher, and it is to help prevent injury.
