Medball throws for arm drive?

Regarding arm drive when sprinting, we develop limit strength in the gym and we develop power when actually sprinting or perfoming various exercises eg. medball throws. I am questioning whether we can replace medball throws etc. with simply arm driving whilst stood stationary to gain sufficient power for the arm drive phase in sprinting.

Any comments?

What about arm swings w/ dumbbells? I do those occasionally and they seem to help a bit.
