I am not David but YES but it! Most comprehensive book on weightlifting ever.

Does it have guidelines on program design?

Is it worth buying if I want to construct a weightlifting program for sprinting?

It does have specific examples of weightlifting programs (at least short-term cycles) E.g Soviet, Cuban etc. (You may be able to find some of these on the net as well), as well as multi-year approach to athlete development from the major programs. It doesn’t cover all the nations in the same detail e.g China.

It covers the principles behind program design, training methods, technique, which is more important.

There is not a direct application to sprinting (from what I remember off-hand), but a section on incorporating derivatives for other sports (with success!).
