Don't train after a rest day

I read in Sprints and Relays 4th edition in an article titled ‘Sprint Reflections’ by E. Gagua of Russia that practical experience has demonstrated that it is unwise to conduct sprint training after a rest day.
The article does not explain why, however. Would any forum members care to guess why this would be so?

Concepts explained here. I guess this is what they are getting at.

I’ve come across this article recently and was looking for some opinions on it.

Don’t know much about the article but I’m guessing it has similar reasons to why coaches like DP prefer to perform neural work the day before meets.

I clicked on the link and it said: “This page can-not be displayed.”

It’s from the old boards.
