Do Jumpsquats in water lead to better power development or Muscle Fibre Recruitment?

I believe that the bicep curl/tricep extension in water is useless for sprinter because when do these two muscles ever contract together at the same time for a sprint? Same argument goes for sprinting or simulating upper body sprinting (swinging your arms only) in the water. Water/resistance is good for a particular type of strength development in the general preparatory phase but after that phase if you do these workouts in the later phases don’t you turn into a slow turtle with water workouts like a bodybuilder training his body to become slow?
