Could it be that the elastic quality of the straps and suits that powerlifters wear make band training specific? (i.e in competition the suits/straps increase in resistance as the bar descends and the opposite is true in training with bands). Could bands also help ‘teach’ the lifters how to get the most from their support equipment?

This is very logical for preparation for power lifting. the question is: Why would this be required for sprints or running events? The contribution from lifting must be balanced against the power demands of other training componants.
Yes. That is my understanding of one of the main reasons to use them, since for the most part, you don’t want to train in full gear.

What Charlie means is that sprinters don’t need to train as weightlifters because the goal is not to lift the most weight, it is to get from A to B in the least possible time. If all available energies were directed towards improving the capacity to lift weights, then enough energy would not be available to work on all the other demands of sprint training, such as, for instance, sprinting itself.
well to me adding bands to a squat for example is making the exercise different. ie some people deadlift, some people squat, but you wouldn’t say one is superior to the other just different. Same deal here.
