In lay-man’s terms (my only terms!):
Short-to-Long: Speed takes primacy. Once speed qualities are in place, develop ability to endure that speed.
Long-to-Short: Volume reduces throughout the year as Intensity (speed) is increased. Endurance, thus, is given priority. Less emphasis on speed development.
Use the search function on the old archives for extensive debate on the benifits (and drawbacks) of both.
The percentages of strength gain will vary ,depending on the running scheme chosen, by training block and by year- but not by general approach. Weights are a strength componant and should not be used to pursue strength endurance objectives beyond the concept of strength reserve. This is covered, I believe, on the 400m thread posted by pete.
