you could try just working on posture generally and always be aware of your posture so you dont slip back into bad habits. massage and stretching may help also.
First you could have a look at what you do most of the time. I have to give my wife crap constantly because at work her monitor is too far away and too low so her posture is crap a good portion of the day.
Your technique when lifting or running would be interesting to see from a lateral view. A lot of people push their head forwards without even noticing it while doing a ton of things.
As far as treatment, you can stretch your neck flexors/scalenes and strengthen your neck extensors. But again it’s a postural thing so a few sets a couple of times a week won’t cut it. You’ll have to really pay attention and retract that chin.
If it doesn’t feel right I’d recommend some massage or if you’ve ever injured your upper back/neck area before you may have some underlying issues that need to be dealt with.

Just for laughs you could train wearing a neck brace!!! it would freak the other runners out for sure!!!
I do this all the time because of sitting near a computer most of the day at school (private school with laptops) and then at home doing homework. No wonder I love working out so much!
The thing I’ve found that helps is concentrating on dropping my shoulder girdle and straightening my back while I’m walking. It naturally pulls my head back.
