Also, in say a S-to-L program would the overall volume of speed work during the indoor prep and comp period be roughly similar to outdoor with the obvious difference being the average length (and intensities) of the runs?
The likely overall volume over phase one will be higher than later, partly by session but mostly by duration of the phase.
