RAMPED TENS what does it do

I have seen RAMPED TENS recommended for a building hypertrophy and if it bypasses the CNS I think it could be an effective tool for me to use. Does anyone have any experience with it. I have seen claims that state that it will allow your muscle to contract with less oxygen (does anyone know of what changes in the body allow this to occur)? How effective to do think RAMPED TENS is at causing hypertrophy? There are so many things I am unaware of in regard to this matter.
