Intensities In and Between Phases/Cycles

In a 3-1-3 scheme I understand that the #4 week you would back down to allow for proper regeneration. You would then start back up the following week where week #3’s intensity left off. Would this remain the same between the SPP, pre-comp and competition phases? I’ve just looked at charts where that rest week dropped back 2 or 3 wks intensity and am confused.
