cramping up while cooling down...

after a tough workout sometimes…(more so lately) when i am attempting to do my 800 meter cooldown… my calf or lower quad (front of my leg under my knee) knotts up. i suppose it is because fatigue, but does this happen to any of you? and when this happens is it a good idea to just stop even though you only cooled down 400 meters?
