400-800 type

I have a guy who runs the 400 and the 800.
He like the 800 but when he gets around the 500 meter mark, he can not lift his legs anymore. His first split was in 62 but his second was 67 seconds. What type of workout would address this area.
I was thinking 4x600s; 100-800-600-400
8x200s jog recovery.
Any thoughts?
