Depends on who owns it.
If council owns it, more than likely you just go to council and fill out a form and pay a fee.
If its privately owned, then you need to find out who owns it and approach them. ie, a Uni, it might just be Ground fee’s or training fee’s?
Depends on what you want to do there, do you want a covered area to do Slide shows etc?
Do you want a food area?
Do you want to use the entire track or just a quarter section of it?
Are others using it also at the same time of day?
If you figure these out, chances of getting a discounted rate could apply, if its peak time and 100 other uses are already booked into that time, then expect to pay top $$.
If nobody is using it, and only minimal time and minimal section of the track with the use of the toilet block only, then i would expect to pay somewhat less. Perhaps an Hrly rate?? Some places charge per quarter yearly, and expect you to part pay for Water and electricity costs to maintain fields.
Find out exactly what you want, then ask around.
Waivers, you would still need a public liability cover of some sort. If you have the qualifications then it is normally pretty cheap.
Waivers work well if you do a Screening examination 1st - which can be time consuming, and then get them to fill out a waiver, this brings down the price of public Liab also.
Your insurance broker when you find one should be abe to help with writing a waiver up, or have one you can use.
The last thing you want is for some bone head who is suffering say diabetes and does not tell you, then you do a hard speed endurance session on him, then he goes home, his blood sugar levels sky rocket and he goes into a fit or a coma or such… If your insured, and done the screening and waivers, you will be fine, if not, you could be screwed.
In my area you need to present your program to the town and have some form of liability assurance. The latter can obtained through USATF club membership and application for practice insurance.
Depanding on the size of the group and use an applicable fee may be required as well. Ours is small so the fee is most often waived. Planned public meetings, which would require use of the track and field areas, would require a fee for that year.
Often Parks and Rec Dept. want a piece of the fee, often up to 80%, but usually 20-50%.
If you have small numbers, you could just show up. If you expect more than 15 kids, check into a local HS and see if they are willing to negotiate a small “donation” to use the track. Their kids could also get a special discount on the camp.
