Not quite, cause the rebound characteristic depends on stride rate, so softer is better as you go beyond 200 (or maybe 400 at the farthest)

Question:

How did Powell run 3x 0.83 10m splits during his 9.74, and not maintain top speed at all?

-Powell was relaxed and not pushing. Nobody was anywhere near him. This keeps him from tightening up and slowing down (a-la Osaka).
-There was a tail-wind. Wind speeds are not consistent, so it is possible that he could have benefited from a gust.
-I consider this unlikely, but he may not have been running at top speed. He might have been able to get a .82 split in that race, but didn’t due to the fact that it was a heat.
-Look at Flo-Jo’s splits from Seoul.

Makes sense and ya I remember Flo Jo’s straight 0.90s I think.
