flexibility and range of motion

is there a difference in flexibilityand range of motion? I have an athlete who has very good flexibility and stength levels, however has difficulty stepping over at max vel. Could there be a problem with her range of motion in her hip region eventhough she has great flexibility?

Likely an emphasis on pushing out the back instead of stepping over. Try starting off stepping over from a lower speed and try to increase the speed to the point where form can be maintained.
