Block clearance time is a reaction.
The higher the feet in relation to the chest the shorter the stride. The lower the feet the longer the stride.
As Charlie said (I think) big toe along the track, ball of foot on the base of the block. The foot is at the closest angle we can get it the first landing angle. etc.
You don’t lock your elbow simply because muscles work faster if started under load.
Levmans terms-
have a garden hose on a tap,
a bucket under the hose
turn the tap off and wait for 60 seconds
turn it on.
New bucket
turn tap on so a little water is coming through the hose.
put hose over bucket and turn on simultaniously
compare the water in both buckets.

Block clearance speed is not what you are concentrating on, when everything else is done properly the clearance time will be faster. Just like a wheel the faster it turns the faster the rotation is (clearance)
