Is a 8 lane track the same as a 6 lane track with 2 added lanes on the outside or is it a 6 lane track without lanes 1 and 2 with lane 3 becoming lane 1? Which means the inside lanes are not as tight?

In a 6 lane track, lane 1 is 400m. It would be the same as lanes 1-6 in an 8 lane track.
Your seeding for an 8-lane track is correct. Particularly for 42" lanes.
For a 6-lane track, popular seedings are 3-4-2-5-1-6. However, for 36" lanes, we favor 4-5-3-2-6-1. Dual meets pose an even bigger problem!
