I think it just means they follow the USATF rulebook as opposed to a different set of rules.
Also depending on your age they can drug test, I know that was one of the motivating factors for me to participate this summer on the USATF circuit as opposed to the AAU circuit, this way I know my competition had to work just as hard as me to get where they are.

I didn’t know there were two different circuits as I thought that USATF and its forerunner TAC had replaced the old AAU. What does the AAU circuit consist of? Is it age class?
