Meet officials make a big deal about wearing somone elses number, but most athletes I know have done it atleast once.

In high school if the team has already paid an entry fee, an athlete doesn’t show up and they tell you there is no substituting, then yes, other than that, if it is a big comp, i wouldn’t want to p.r. or run a qualifying mark under someone else’s name. I don’t think anyone wants to do that for me either.
