The Russian president’s powers appear to include controlling the weather. Vladimir Putin wants to guarantee sunshine to celebrate St Petersburg’s 300th birthday. If there are clouds, Putin aims to get the air force to spray chemicals on them to stop any rain. The event is due to be attended by more than fifty world leaders including US President George Bush and British Prime Minister Tony Blair.

Can he not just hand out a few umbrellas?

The only way to ensure no rain is for all Russians to avoid mowing their lawns or washing their cars.
