1 and 3RM on CNS

Is there any difference between the effect of a 3RM and a 1RM on your CNS ? Lets say some fool is supposed to work his way up to a 3RM in a given workout, and in the last set - guesses wrong, and only gets one. Should the unnamed fool then do anything different afterward? ( go lighter for the rest of the workout, take an extra recovery day, etc.? )

That means that his CNS was not fully recovered, so he should stop the workout.

will have a very taxing effect on CNS. If you look at powerlifting programs, almost universally they don’t do too much 1 RM for too long. It becomes ineffective quickly. Most of the 1 RM max’s come in the final weeks to peak before tapering for a meet.
